A qualified resident’s visa may be granted:
1. To a foreigner who has been a holder of a temporary visa and who has lived in national territory regularly for at least five (5) continuous, uninterrupted years and presents an application within at least the thirty (30) calendar days prior to expiration of the visa, except in the case of duly proven force majeure or act of God, o,
2. To a foreigner who is a father or mother of a Colombian national, o,
3. To a foreigner who is of age and, as beneficiary of a holder of a qualified resident’s visa, evidences an activity or source of income and has remained in national territory for a minimum of five (5) continuous and uninterrupted years at the time of requesting the visa, or,
4. To a foreigner who has been a holder of a temporary visa as a spouse or permanent partner of a Colombian national for a continuous, uninterrupted term of three (3) years.
The following are excepted: Holders of the following visas: preferential, courtesy, business, crew member’s, visitor’s, temporary special category, medical treatment, to appear in administrative or judicial processes, as a cooperator or volunteer of a non-profit entity or non-government organization (NGO) and for adoption procedures.
Requirements
For a foreigner who is a parent of a Colombian national:
1. Present Form DP-FP-67 “Application for a visa” completely filled out and signed by the foreign applicant, not by an intermediary.
2. Present a valid passport or travel document, in good condition and with a minimum of two (2) blank pages.
3. Two (2) 3X3 cm color photographs, front view against a white background or, in the case of applications at a Colombian Consulate, three (3) such 3X3 photographs.
4. Copy of the main page of the valid passport showing the holder’s personal data, of the page containing the last Colombian visa, if any, and that of the most recent stamp of entry or departure from Colombia, as the case may be.
5. An authentic copy of the Civil Registration of birth of the Colombian son or daughter.
6. A letter signed by the Colombian father or mother requesting, in person, the visa for the foreigner before a public notary or a Colombian consul, stating that he/she is financially responsible for the child. If the son or daughter is of age, this may be signed by him/her, likewise personally before a notary. In the event of the death of the Colombian father or mother, the respective death certificate may be presented, together with the certification of custody of the son or daughter in the case of a minor. In exceptional and fully justified cases, the letter from the Colombian father or mother may be replaced by a certification of the competent Colombian family authority responsible for the well-being of the respective Colombian minor son or daughter, stating that the foreigner has been duly fulfilling his corresponding alimony or other obligations, as the case may be.
7. Photocopy of the citizenship card of the father or mother of the Colombian national or of the Colombian son or daughter who is of age, authenticated before a Colombian notary or consul.
8. Present Form DP-FP-66 “Commitment to report any change of occupation”, duly filled out.
9. If both parents are foreign, they must, in addition to the requirements referred to above, present a Certificate of Nationality issued by the National Registry Office in accordance with the provisions of Decree 1260 of 1970 and consultations of the State Council of October 10, 2002 and June 30, 2005.
For continuity in time:
1. Present Form DP-FP-67 “Application for a visa” completely filled out and signed by the foreign applicant, not by an intermediary.
2. Present a valid passport or travel document, in good condition and with a minimum of two (2) blank pages.
3. Two (2) 3X3 cm color photographs, front view against a white background or, in the case of applications at a Colombian Consulate, three (3) such 3X3 photographs.
4. Copy of the main page of the valid passport showing the holder’s personal data, of the page containing the last Colombian visa, if any, and that of the most recent stamp of entry or departure from Colombia, as the case may be.
5. Copy of the temporary visas certifying the uninterrupted five (5) years or three (3) years (in the case of a spouse who is a Colombian national) continuous residence in Colombian territory, as appropriate.
6. Certificate of a migratory movement issued by the Colombia Migration - Special Administrative Unit attached to the Ministry of Foreign Affairs within the three (3) months prior to the date of the application for the visa in a completely closed envelope.
7. Certificate of judicial or police history of the last country of residence issued by the competent authority not more than six (6) months previously, except in the case of minors under 18 or adults over 65 years of age.
8. A letter signed by the Colombian spouse, if appropriate, requesting the visa for the foreigner presented personally to a notary public or Colombian consul and establishing that he/she is responsible for the foreigner during his/her stay in Colombia.
9. Photocopy of the citizenship card of the Colombian spouse authenticated by a Colombian notary or consul.
10. Present Form DP-FP-66 “Commitment to report any change of occupation”.
3. Two (2) 3X3 cm color photographs, front view against a white background or, in the case of applications at a Colombian Consulate, three (3) such 3X3 photographs.
4. Copy of the main page of the valid passport showing the holder’s personal data, of the page containing the last Colombian visa, if any, and that of the most recent stamp of entry or departure from Colombia, as the case may be.
5. An authentic copy of the Civil Registration of birth of the Colombian son or daughter.
6. A letter signed by the Colombian father or mother requesting, in person, the visa for the foreigner before a public notary or a Colombian consul, stating that he/she is financially responsible for the child. If the son or daughter is of age, this may be signed by him/her, likewise personally before a notary. In the event of the death of the Colombian father or mother, the respective death certificate may be presented, together with the certification of custody of the son or daughter in the case of a minor. 7. Photocopy of the citizenship card of the father or mother of the Colombian national or of the Colombian son or daughter who is of age, authenticated before a Colombian notary or consul.
8. Present Form DP-FP-66 “Commitment to report any change of occupation”, duly filled out.
9. If both parents are foreign, they must, in addition to the requirements referred to above, present a Certificate of Nationality issued by the National Registry Office in accordance with the provisions of Decree 1260 of 1970 and consultations of the State Council of October 10, 2002 and June 30, 2005.
For continuity in time:

5. Copy of the temporary visas certifying the uninterrupted five (5) years or three (3) years (in the case of a spouse who is a Colombian national) continuous residence in Colombian territory, as appropriate.
6. Certificate of a migratory movement issued by the Colombia Migration - Special Administrative Unit attached to the Ministry of Foreign Affairs within the three (3) months prior to the date of the application for the visa in a completely closed envelope.

For a foreign holder of a temporary visa as spouse or permanent partner of the Colombian national:
√ Payment for visa study of USD 50
√ Valid passport or travel document, in good condition and with a minimum of two blank pages.
√ Two (2) recent 3x3 photographs, facing the camera, in color and against a white background.
√ Certificate of migratory movement issued by the Security Administration Department - DAS, within the three (3) months prior to the request for the visa.
√ Judicial or police record of the last country of residence issued by the competent authority no more than six (6) months earlier, except for those under 18 and over 65 years of age.
√ “Commitment to report to the Administrative Security Department - DAS” form.
√ Civil Colombian marriage registration or authentic photocopy of the judicial ruling or the minute of conciliation or of the public deed declaring the existence of the de facto marital union, as the case may be. Any of these documents must have been issued within the three (3) months prior to the visa application.
√ Letter authenticated before a Colombian notary or consul addressed to the corresponding office which would be responsible for granting the visa for his/her foreign spouse or permanent partner.
√ Photocopy authenticated before a Colombian notary or consul of the Colombian citizenship card.
√ Photocopy of the Colombian visas which he/she has held.
√ In the case of practice of a regulated profession, the qualified foreign resident must present the documents permitting him/her to practice the regulated profession, such as the certification of equivalence or validation of the professional qualification, the provisional permit or license to practice or the professional registration or card.
Note: A beneficiary’s visa may be granted to the spouse, permanent partner, parents and children who are economically dependent upon the foreigner holding a qualified resident’s visa. In such cases, the beneficiary’s occupation may only be that of looking after the home or a student. No other occupation may be authorized.
Requirements:
√ Payment for visa study: USD 50
√ Valid passport or travel document, in good condition and with a minimum of two blank pages.
√ Two (2) recent 3x3 photographs, facing the camera, in color and against a white background.
√ Civil registration or equivalent document showing the relationship or kinship, duly legalized or with an apostille, as the case may be.
√ Documents evidencing the economic dependence of the beneficiary upon the visa holder.
√ A letter in which the visa holder assumes responsibility for the beneficiary’s stay in and departure from Colombia. In the case of minors, the application, proxy or authorization must be signed by the parents and authenticated before a Colombian notary or consul.
√ Photocopy of the holder’s valid visa.
√ When the request for a visa as a beneficiary is presented to the Visas office in Bogota, the foreign permanent partner of the visa holder must present the respective judicial decision, minute of conciliation or public deed declaring the existence of the de facto marital union in accordance with Colombian regulations, with date of issue no more than three (3) months prior to the day on which the request for a visa is presented.
