Bogotá, Nov. 13 (OP). The Ministry of Foreign Relations allows informing that Mr. Ricardo Montenegro Coral, current Director of the Office of Territorial Sovereignty and Border Development, has been appointed Chargé d’Affaires to the Government of the Republic of Ecuador.

The Chargé d’Affaires is the staff official of the highest rank within a diplomatic representation and who replaces in interim manner the Ambassador or the Head of Mission, during his absence.

Ricardo Montenegro is Social Communicator – Journalist of the Universidad Los Libertadores, specialized in Territorial Public Management of the Universidad Externado de Colombia, expert on integration and border development, with 14 years of experience.

By Presidential Decree he holds the position of Executive Secretary of the Colombian – Ecuadorian Neighboring and Integration Commission since 2002; of the Colombian –Peruvian Neighboring and Integration Commission since 2005. He is coordinator of the Neighboring and Integration Commissions with Brazil and Panama since 2005. Since 2007 he has been the Executive Secretary of the Presidential Negotiation Commission of Marine and Submarine Waters with Venezuela and has presided the Joint Boundary Demarcation Commissions with the neighboring countries, since 2005.

In 2008 he was Pro tempore President of the High-Level Working Group for Border Integration and Development of the Andean Community. Between the years 1995 and 2000 he was Advisor of the Presidential Counsel on Borders.

Montenegro, 40 years old, was born in Túquerres (Nariño), is married and has two children.
