National sovereignty

In accordance with the definition in article 9 of the Constitution: “The foreign Affairs of the State are founded on national sovereignty”, and also on the objectives of the Ministry of Foreign Affairs policy, the Department of Territorial Sovereignty and Border Development to ensure compliance with international treaties on borders and to guarantee the public, peaceful and permanent exercise of Colombian sovereignty, in coordination with other State entities with the respective competency.

Although Colombia’s land borders are completely defined, they are not adequately demarcated, because certain zones are dense forests or have a very sparse human presence. Nevertheless, processes of increasing populations and demarcation of this country’s frontiers are at present being implemented through a policy of consensus with neighboring countries and the use of different technical tools. While Colombian land borders are clearly defined, their demarcation must be completed in the zones which require it. This work is carried out by Mixed Commissions, which provide the technical, legal, historic, cartographic, geographic and conceptual elements needed for the definition of foreign policy on borders.
 
Adhering to treaties on demarcation of frontiers implies being alert to possible incidents or violations of our territory, whether maritime, on land or in our airspace. Likewise, all the different requests are processed for aircraft to be allowed to fly through Colombian airspace and permits for foreign vessels intending to enter our territory, as well as permits for Colombian aircraft and vessels which have programmed entry into the air space or territorial waters of other countries.
 
With the exception of demarcation with the Bolivarian Republic of Venezuela (in the Gulf of Venezuela) and the ratification of the Treaty on the Demarcation of Marine and Submarine areas in the Caribbean Sea with the Republic of Costa Rica, the rest of Colombia’s frontiers have been both determined and ratified.
